Hi Nova, I can see your frustration. Where do you have your plants? I have mine facing west, gets afternoon sun through screen enclosure. They seem to flower more often with lots of sun, maybe it'll also help to keep your peducles from blasting.
If yours is in real shady area, please do it gradually so the plant doesn't get sun burn.
I am only speaking from my experience and I am in zone 10 so things maybe different. I just hope that you can get little information might be helpful to you.

I have the plant in an east window, that is where it is wanting to flower. I am wondering if I let it go too dry......I don't normally over water but I do on occasion under water, which I know can be quite bad as well, although I don't know if it can cause bud blast. It hasn't been moved recently, I remember the old rule of not moving a hoya in bloom.

It could be the underwatering- I don't recommend watering a plant before it gets dry, but I would recommend checking it everyday so that you can water AS SOON as it gets dry, especially if it has buds. A lot of people keep lacunosa on the damp side, but I have no luck with that.. so I feel better letting it dry first.

(ps - I move my blooming hoyas all the time)

I let lacunosa dry out too, but likewise, I water when the pot does get light.
Are you turning the plant around so the newly formed buds are then not getting as much light? I was thinking it might be a light issue. An east window is fine however. I should bloom there fine unless there is some obstruction outside the window keeping it from getting the morning sun.

I wonder if your plant could be telling you that it's so happy that it *wants* to bloom, but it's a little chilled? I had a similar experience and didn't get flowers until I happened to move my lacunosa during a construction project. Finally realized it had been too close to a door. The door wasn't even opened much in winter, but I guess it was still allowing a small draft. I did a little research and found out, sure enough, it doesn't like any drafts. In your zone, I bet being too close to a window could do it. Just an idea.

I'm willing to bet your budding peduncle (that blasted before) will "come to term" and bloom this time. On some Hoyas, a new peduncle seems to need a "practice run" and will blast the first time. But usually it will follow through the second time. If your plant is otherwise happy (i.e., leaves are firm, dark green and shiney, healthy-looking, and putting on new growth), I bet it's just gearing up to give you a stunning display of flowers and assault your olfactory senses with that sweet smell... You're THIS close!! Just be patient!

Just a comment on watering - I have found lacunosa to be a moisture loving hoya. I never let mine dry out, and it is a constant bloomer for me. Just wanted to throw that out there.

Maybe I will try keeping it slightly wetter then the others, I admit they go pretty dry sometimes, drier than they should, so I will water this on a tad more. Thanks everyone!!
