Unhappy Niagara Falls

Hi folks, early this spring when I was out looking at my gardens, I noticed that my Niagara Falls looked like it had been partially dug up by a critter, or the dirt pulled away by someone and some of the roots were exposed. Because it was very cold, I didn't want to disturb it too much, I tucked the roots back in the ground and covered it as best as I could and then put some of the leaves and such that were laying around over top it.

When it warmed up a bit I put a little more dirt around the area that had been exposed and hoped for the best. It did come up, but just two very small leaves. Should I do anything with it now or just let it be and hope it gets better throughout the summer? Dig it out and replant?
