Distance of Hoya Under Shop Lights & Safe For Cats?

Hello :) I have a 4 ft shop light with one regular bulb (I guess it's a T12?) and one GE Plant & Aquarium Wide Spectrum (given to me, I'll use it for now) I have phals and paphs growing under it about 12-14 inches from the bulbs, happy and have bloomed there.

I just bought a lacunosa full of blooms that I would LOVE to put under this light so the bedroom can smell wonderful - no good window light there. I've been reading and it seems that a hoya would be happy growing under the lights.

1. Can anyone give me an idea of how far from this type of light bulbs the hoya should be?

2. I've read that hoyas aren't toxic/poisonous to cats, is this true?
