variegated hoya kerrii leaves looking . . . ugly

So I don't know any nice way to put this. The leaves are looking ugly. The two new leaves, that is. This is the first set of leaves this has grown since I got it back in March. they have no variegation yet. i guess they'll get that as they get older. anyway, they are all bumpy and have a lot of brown/black splotches, especially underneath. they look a little like what you would expect mildew to look like, except that there's nothing on the *surface* of the leaf. it's like the spots are part of the plant, *inside* the leaf. what's going on here? bad culture? virus? pest? thanks.
