Daylily garden bed - need suggestions pls

I took down a round swimming pool from my yard this year.

I was thinking of making the area into a garden for daylilys. The problem is that the area has anywhere from 1" of sand to 4" of sand that was placed there to level the ground when the pool company installed the pool.

So what do you think I would have to put on top of this to make it a good place to plant daylilys. Would something like 6 or 8" of good topsoil work? It would be really hard for me to remove the sand, i think it would be easier to just make it a raised bed. Any ideas?

This would be the perfect spot for all my seedlings that are growing in my basement.
