cover crop for herb garden

I have the task of planning and replanting a small herb garden (15X20 feet. It's a somewhat windy urban plot and I was considering planting a cover crop to beef up the neglected soil over the winter while I plan for spring planting. It would be nice if the cover crop could look decent while its growing--so that the general public doesn't assume I've let it go to weeds. I was thinking of using crimson clover, chopping it down in the early spring, covering the site with newspaper and then mulch. Then I could plant my quasi-knot garden in late spring. Does anyone have any suggestions for cover crops or see glaring problems with my plan?
