grossed out! bugs in fennel seed

I'm so grossed out! This is the first year I have grown and saved fennel seed. I dried it just as I've always done dill seed. Is this correct?? I don't use a dehydrator for dill or fennel. I tie groups upside down and hang in a paper bag for several weeks. When I shake the bag and I hear seeds drop, I know it is dry enough to store. I placed the fennel seeds in an old but clean prescription bottle, so it is air tight. That was 3 days ago. Today I was going to add more seeds and when I opened the bottle I was horrified! There were dozens of what appeared to be fruit flys in the bottle! I have more fennel seed that I can dry....but I am hesitant. I've been drying other herbs for years and never had a problem like this. I got paranoid and quick checked all my other bottles of herbs...they are safe. Whew! Any advice on how to harvest fennel seed without the bugs would be appreciated.
