Very sandy soil, early warm springs, can freeze in the winter, so maybe zone 8 or 8b? I do know folks that garden there. They produce wonderful peppers (datils, yummmmm), okra grows great, so do tomatoes, all kinds of winter greens (cole crops), and basil in particular does very well for my gardening friends there. Of course, each season has its crops. I think overall it is a great place to garden. Just have to amend a bit more to keep the nutrients in because of the sandy soil. For particular soil deficiencies ask your University extension office, FL state is there after all (go Gators!). Piece of trivia: that is where Gatorade was invented. Also, lots or real gators around! that was a surprise to me, they are not making these gators up at all....so watch your dogs near the water.

You didn't say what type of herbs you're interested in. Or how big the pots are. Most of the main herbs that people think of require full sun, and are not as suitable for underplanting in that way. Some also require very good drainage and not very good soil, where I would guess that most of the trees need a pretty healthy soil. I prefer to keep my herb pots dedicated to a single type. Out of about 2 dozen, I only have one that has two different, and they're the same in their requirements (soil, water, light, etc). You would need to research the herbs you're interested in and compare that to what you already have potted. I volunteer at the Botanic Gardens here, where they have an orangery with many potted trees. Sometimes for display, they put smaller pots in the larger pot, generally with a pretty trailing plant (I have seen rosemary as such) that gives the illusion that they're planted together. Might be something to think of if it's the look you're after.

It's primary usage historically has been for medicinal or pharmacological purposes rather than culinary, however some Mediterranean cultures do use the leaves as seasoning. Now it is grown more as an ornamental than for any other purpose although it is reputed to be effective as an insect repellent. Sensitivity to rue's oils is very much individualized - it has never bothered me but my daughter still bears a scar on her wrist from a rue-produced blister 10 years after the fact.
