Overwintered outside...cut back to ground?

Hi,

I have two lovely red hibiscus in pots that were a joy last summer. They have been outside all winter, and they're now a bunch of sticks. The tabs say that they are perennials. Will next year's growth come from the branches? Or do I need to cut them back to the ground?

Also, is it ok to plant them in the ground here in NJ? We have heavy, clayey soil which of course can be amended.

Please tell me I didn't kill them!
