Indoor/outdoor sill herb map - help design

I just moved to a loft in an industrial part of L.A. and I have a puzzle for all of you. I have four big (4'x 8') windows which face SOUTH. They get FULL SUN. Two of them open, and I can fit long planters on the sill outside, but they are also exposed to TRAFFIC SOOT. I want to grow POTTED herbs and I want to figure out which will grow best on the sill OUTSIDE, and which will grow best on the sill INSIDE.

I especially love: lavender, rosemary, basil, parsley, cilantro, mint.

I am interested in growing: chives, marjoram, oregeno, catmint /salvia, oatgrass for my kitty, peppers.

Please advise me how I should group these plants in long planters (which paired together, which border, which inside, which need room, need to be alone, or like crowding) and which will do better inside, which outside.
