Ground cover for steep clay slope

I have a steep, south facing slope of red clay. I have put in a retaining wall and I want to plant something below the wall where the pine straw or mulch won't stay. Plants lower on the slope are Russian sage, muhly grass, purple smoke bush and lavender. Above retaining walls are loropetalum, carnations and ginko.

Also, I am looking for a very dwarf, non spreading lilyturf that will take 2/3 sun. Any suggestions and where can I get it. Does anyone have experience with green or silvery midget liriope?
