Lavenders looking distressed - should I prune?

Throughout the winter, spring and summer my lavenders looked great - the first time, actually, that I've had any look so good. Now, however, the leaves are drying up from the bottom up, with just the top few inches looking healthy. I'm at a loss, wondering whether to cut back or not. They look dreadful, but I've seen conflicting recommendations, with some saying that removing all the foliage will surely kill the plant.

Our first frost date is October 31, and the first hard frost usually doesn't arrive until late November.

I'm sorry, but I cannot recall what kind of lavender these are (I keep all the tags, but sometimes they get away from me), however I'm sure they're not the Spanish lavender ... that one didn't make it through the first winter.
