powdery mildew--cut now or after frost?

I have heliopsis and phlox with bad pm problems. I'm dying to just shear them to the ground. I am, however, worried that cutting them before frost will be bad. If I cut them now will the plant try to generate new growth and get hit harder by the first killing frost? I know I can cut pm plants to the ground during summer and they recover and regrow, but I'm not sure if new growth just before a frost will be a bad thing. We should be having a killing frost soon, and had our first nonkilling frost this weekend.

I also have some wonderful perennial sunflowers with some pm I got at a plant swap this weekend (what a great thing!) and just put them in the ground. I'm assuming with them I should leave the pm leaves on so the root has a photosynthesis source as it establishes. Is that right?
