Hoopsii and Douglas Fir pine cones

I have 1 hoopsi spruce and 1 Douglas fir that were planted about 2 years ago. Hoopsi 7ft and Fir 8ft. Both grew cones in the spring but neither lost them.Needles are growing out of many of the cones as well as sap. Both trees do not look well

Hoopsii has many dead branches, very little new growth and not nearly as blue as it should be. The Fir is drooping and some yellowing needles as well as the same cone issue.

Any ideas as to the cause. The Spruce is standing alone while the Fir is in a row of 2 other Firs and a Cryptomeria Japonica , they are all fine.
