Brown Turkey fig growing patterns

I have 2 fig bushes, both about 5 years in the ground. They have produced figs some years, and some years the figs came too late in the season and froze. This year, one of the plants produced no leaves on the branches that previously produced figs. New growth is coming up from the bottom, but the old branches are still bare. THe other one has leaves and new growth from all the existing branches. Is this typical behavior? Do I leave the old bare branches alone or prune them? How does this work? I should mention these are WalMart figs that had Brown Turkey on both plants, planted them at the same time but the one that has growth on the old branches has always grown bigger and quicker since planting them. The soil conditions are identical, being that they are only about 4 feet apart, and so sun, water are the same.
