What to expect from too many buds?

Hi,

I would like to ask what I should expect next spring from this mass of buds on this Abies grandis 'Van Dedem's Dwarf'.

I live in zone 5a and last May received from the Pacific Northwest several dwarf conifers which already showed small new tender growth. After planting these extended buds then all froze off during several frosts the next days. Though pines, Abies koreana and Picea omorika all created new growth, this Abies grandis only created new buds.

At this one branch location there must be 25 buds. I could wait to next spring and then see what will happen, but usually there is always a lot of work then, and I might miss to act. I would like to know now what to expect. I plan to remove then all active (swollen) buds except four. Is this OK?

Are some of these buds leading to pollen cones? This plant is probably much to young to have cones next year.

Is this plant to tender for my zone, because it did not create new growth last May?

Will this plant shed the excessive buds?
