Coneflower question

I planted three new Coneflowers, they're pretty tall and bushy (purple) and seem to be doing good.

Since they're a perennial, do I want to snip the spent heads off and lay them in the ground to promote it coming back next year?

I also read where people leave the dead heads on the plant during winter for the birds to eat.

I like that idea but I'm more concerned about getting new plants to come up next Spring. lol
