Spring sickness and 2-3 year old seedlings

I have a question: When you evaluate seedlings, do you automatically get rid of the ones that seem prone to spring sickness their second/third year before blooming? I have a handful of 2 year old seedlings that are showing that (out of about 30), and while I'd like to see them bloom, I'm not impressed with their early foliage development. I know "spring sickness" (the twisty, yellowed foliage and stunted growth) can be environmental, but some plants are more prone to it. I had 'So Lovely' for quite a while, and it NEVER had nice early foliage, but it did catch up later in the season and bloom okay. So I'm wondering, is it worth it to keep the "ugly duckling" plants to see if they bloom well, or will their tendency to spring sickness make them poor choices overall?
