Orientals do not multiply as fast as Asiatics. But they should form bulblets along the stalk - when you remove the old stalk are there ever any at the base?

It's pretty easy to scale a lily bulb. I've done it. Bend the scale backwards and it should snap off. You need to make sure that you remove a part of the basal plate with each scale. The basal plate bit will be a slightly different colour (usually paler) than the scale.

I put my scales in a bag with slightly damp vermiculite and left it in a warmish place for a couple of months. New bulblets had formed by that point and I carefully planted them into a pot and allowed them to grow in that for a couple of years (you can put them into the ground, but mark them well, and don't disturb the soil for a couple of years)

You should be able to remove a few scaled from each mature bulb without damaging it. You can do this in the fall, just before the garden is put away for the winter, and allow the babies to grow inside over the winter, In the spring, plant them out.
