Dwarf Alberta Spruce growing full sized shoots

My father has two Dwarf Alberta Spruces, one on either side of the entrance to his deck.

They're probably 7 feet tall and I'd guess 30+ years old at this point - since they've been in the ground 15 years and were probably at least that old at the time he planted them.

One of them is growing shoots on one side, maybe 10% of the plant, that are longer, thicker, and with bigger needles than they usually are. I took a look at them, and to me they appear to be "normal" Picea glauca shoots on that part of the tree. As if the dwarf characteristic is reverting to full sized - does this happen? Is there a reason and any way to stop it?
