Picea engelmannii 'Bush's Lace' - Lost Leader Advice

Hi Folks -

I have a four year graft of Picea engelmannii 'Bush's Lace'. Unfortunately, it lost its leader. I have taken the next branch and am trying to train it take over the leader role. However, there is an adjacent branch that does not want to relinquish the chance to lead.

What should I do? Completely cut off one of these two side branches? Prune back one of the side branches?

Right now, it just looks goofy. I have an upright, staked secondary branch with an equally strong, unstaked side branch growing upward giving chase.
