I t;hink the soil is too dense and heavy.....repotting questions

My new Meyer lemon is in the gallon pot it came in about a week ago, and it is nearly 3' tall. The soil has stayed very moist, I watered it just once, when I got it home and that was days ago. The surface is still damp, and below it is quite wet a finger tip in. It is very dark and seems to be very dense stuff.

I think I need to change it. Is there any way to determine if it needs a bigger pot when I do this?

Also - my thought was to use a mixture of something Canadian called Black Earth that is the basis of my rose potting soil, but with more perlite than I use for the roses. My reading on this forum leads me to believe I need much looser mix.

And finally, what ph does my Meyer want? I have a memory (going back more than 50 years) of my aunt keeping washed out egg shells in a jug of water for watering my grandfather's lemon tree in a tub, which makes me think I don't want a very acidic soil...
