orange tree problem

I have 4 orange trees on my property. About 6 months ago my medium naval started showing signs of not enough water. Droopy leaves, not budding, looking very weak. Recently 2 of my large naval's are showing the same signs. Although I have noticed that with the 2 recent ones, there is a white furry fungus growing on the leaves. We just had very strong winds recently and a considerable amount of leaves fell off on just one side of the tree. I am thinking that the disease has just not gotten to the other side yet. Also, a lot of unripe fruit has been falling off. Please help. These oranges are the best. I water the trees roughly every 1 1/2 to 2 weeks. I do not think it is drought shock.
