Cut I cut this astrophytum and grow the top?

I got this astrophytum (ornatum?) from my neighbor lady who was recently moved to a nursing home. It is probably fairly old and has been neglected in all kinds of ways. I repotted it and in the two months or so it has perked up, gotten new spines, and gotten green on the top.

A couple of question:

1. The gray skin on the bottom, is it going to get green too, or is it permanently damaged? I assume it is not desirable?

2. Can I cut the top part at its fattest point, let it callus over for a couple of weeks and get it to grow? (if so I have many follow up questions:)
