In general in your area Navels do not get ripe until around Christmas time; and if left on the tree will get sweeter. The sweetest Navels are actually in March when they begin to re-green; but at that point they are well overripe and lack the flavor and character they have if picked at their peak. I suspect this is what is happening with your Cara Cara; other factors are the young age of the tree ... some oranges don't develop good quality for some years; and perhaps you are underfeeding your tree, which can limit sugar production.
