moving thuja?

I just cut down a couple of trees and decided I needed screening fast. I don't want to wait for a nice slow grower (which was my original intent). Instead, I am thinking about moving several Thuja occidentalis cultivars from elsewhere on my property. As this was a spur of the moment thing, I could not root prune them last fall. How should I go about this: root prune as soon as the ground thaws (nothing like -12 to firm up the ground) and move in April/May; root prune and wait til fall to move; or move in April/May by digging up as large a root ball as possible? The plants in question are about 3-4 feet tall.
