Lemon Lisbon Tree - No New Growth

Hello

In March of 2008 I bought a Lisbon Lemon tree in a 24" box which I was told it was at least 7 years old. It has been planted in my back yard for 2 years now. When I bought it, it was full of fruit and foliage. Since it has been planted, most of the foliage has fallen off. The first year in the ground it gave around 4 lemons and this year it is loaded with small fruit. Since the lemon tree has been in the ground I have not seen new branches (growth) on the tree but it is flowering and producing a small number of fruit. Most of the old branches are turning yellow. Is the tree in a state of stock since there is no new branches since it has been in the ground? Why is there no new growth on this lemon tree? I am giving it citrus food 3-4 times a year per directions and I am following a water schedule for this area. I have pictures.
