I've got the shade, but shade plants never thrive!

Ok, so we have this huge southern red oak in the front yard. It provides us ample shade in the front yard. We plant things like azaleas, hydrangeas, astilbe and hosta. We don't plant directly under our tree, but they are within the canopy. We mulch, but really don't water with all the restrictions. Our hydrangeas always wilt whenever the temps skip above 92 degrees. Our shade garden faces southeast (but again we have a huge oak that protects it).

Our neighbors have hydrangeas that face east and southeast. They have no shade in their yard, but their plants never wilt.

Do I have a dry shade? Is my tree taking up all the soil moisture? What else should I do to help our shade garden out? We do mulch, we rely on nature to water. How often should I water? We've had these hydrangea for 10 years I bet. The hydrangea and astilbe seem to suffer the most.
