I think it got rootshock when you took it out of the pot. my Lemon tree did the same on couple of the leaves\branches but its fine now. Can you post some pictures?

sounds like shock to me also. Typically its suggested to let the tree have full shade for a week or 2 and then slowly given more sun after that. Also protecting from winds is good idea as the leaves will loose all the moisture they have and the roots are sending more up. Misting the leaves could help. keeping the roots moist is good but dont drown them either. It will turn around just be patient.

I will take a few pictures and post them as well as move the tree to the shade. There are no leaves left and I don't see any signs of new ones sprouting... The branches still look green and healthy. I hope the poor thing isn't a gonner - it will be my third orange tree failure in two years...

the new leaves will not come right away.. 2 years ago my grapefruit did that I was ready to pull the tree but I left it and water it regulerly now its fine has a lot of fruit and getting big and tall. Its not going to happen over night. Did you spray anything on it?

When the tree is moved the tree is stressed when it gets rootshock and protects the tree.

Maybe it went into shock and the winds just put it over the top?? I know the winds can be mighty strong. I live right on the border of Santa Ana and I deal with them all the time. It seems like this year has been particularly windy. I know my plants dont like the Santa Ana's so I can only imagine a transplanted tree when it is shocked.

Please. Tell us, in what way did you repot?

Did you cut the roots? Did you expell all the old soil from the root ball? Or, did you just pot up without disturbing the roots?

I am assuming that knocking the root ball loose was a no no with a citrus tree... Any idea if it will come back?

Knocking the root ball loose is nothing to worry about.

Despite the fact that citrus can take a bare rooting even, I am going to say that the repot is not the issue, but something else.

I am going to assume that you did not keep it out of the sun for a few days?

When transplanting into an entirely different mix, it is always good to knock the root ball loose and preferably rid of all the old mix unless potting up when then you can slice wedges from the root ball to allow new roots to take in the new mix.

Making sure that your root ball is evenly moist with the rest of the mix, keeping it in a much smaller container than the one you potted in, that is unless you potted in a gritty mix, and keeping it sheltered from the sun for a few days should do wonders:-)

So how long should it take for leaves to start growing again? I moved the tree under the patio where it receives mostly shade, but I suspect it needs to go back in the sun at some point.

The branches are still nice and green and there are what appear to be small buds where the original leaves fell off, but they are not changing shape or size, so I suspect they are not new leaves...
