Can I cut a Duchess of Edinburg to the ground?

Hi,

I have a Duchess of Edinburg that is against the side of the house on a small trellis and it is very leggy. Just twiggy stems up to about 4 feet off the ground before foliage begins. It is ready to flower, but once it does, I was considering cutting it all the way back to the ground to try to get a more busy and less leggy plant. Is this a bad idea?
