Low ground cover (Fescue alternative)

The rain has stopped and our front yard re-do has resumed.

The yard slopes to the street. Initially, Blue Fescue was planned for part of the slope, and I liked the idea. However, I read in many places that it should be divided every 2-3 years to keep it looking good. I'm not looking for a maintenance-free yard, but I don't relish the idea of having to divide plants growing en masse. Instead, I think I would prefer them planted here and there as accents.

If my research is correct, we're looking for an alternative for the slope. It must take all-day southern sun and do well in clay soil. We're not necessarily looking for a lawn alternative, so plants don't need to be grown tightly together (our front yard will have NO lawn).

One consideration is trailing Lantana.

Any suggestions would be appreciated.
