Mealybugs on cactus roots

I'm having some succulent issues this week unfortunately. It started with the discovery that several of my plants have mealybugs, including one of my cacti. I noticed them at the base of the cactus and in the soil, so I decided to remove all soil from the rootball to access the damage. Some of the roots were badly infested and I had trouble getting the soil off of them to get at the infected roots, and now I have a rootball that looks like this:

I'm not sure if the rootball and the rest of the plant is healthy or not, if the cactus can be saved, etc., so I thought I'd ask here.
