rooting/rotting problems with san pedro cactus

I received a fairly large cutting (15" tall by 3" diameter). I rooted it in a mix of perlite, sand, and cactus mix. It has been in my office for several months.

It has started shrinking from the top (so that it is more pointed), and I decided to take it home. In doing so, it fell over and it was clear it never rooted, and one side has started to rot slightly.

Can I simply recut the base out, let it scab over, then replant? How can I encourage the thing to root, rather than just sit there for months dying slowly?
