Sheesh that sux I know he took a lot longer last time when I ordered my Neps from him, he has always shipped within a few days and the package was here within a week. Last time took about two weeks but it did at least arrive. Ive never got any email responces from him though, Ive always just put it down to him been too busy. Hope you hear from him soon!! I see why you want to start fresh with the bed; your bindweed problem sounds formidable! I would dig large rootballs--dividing them would stress them much more. Keep the rootballs moist and in the shade. If you have enough pots, that's the best way; on plastic covered with wet newspapers or burlap is an alternative. After you've gotten out as much bindweed as you can, and have re-planted everything, check the bed on a daily basis for sprouts and weed them out. Persistence is the key. I have eradicated bindweed from a property this way. Calistoga's right--midsummer is the worst time to divide and replant (except for bearded irises), but if some of the plants you're moving are particularly hardy, you could divide them successfully if you keep them well watered, and possibly shaded on hot days.

When you repotted, was the potting mix dry and, if so, did you mechanically mix water into it before using it? As someone above mentioned, absolutely dry peat moss repels water. Water usually needs to be mechanically mixed into dry peat moss, so it is uniformly moist, before it is used. Small talk: Many years ago, I had two flower boxes on the garage that were filled with peat- lite mix. During the winter, the mix dried out. My mother would habitually use these flower boxes as ash trays to extinguish her cigarettes. One day there was a smoldering fire in one of the boxes that made a big stink. I flooded it with water from a garden hose, but that didn't extinguish the fire. I had to dump out the contents and stir water into the peat-lite to put out the fire.

A 2x2 pot doesn't leave much room for roots, so these sound like barely rooted cuttings. I wouldn't expect them to have enough reserves to survive the winter in a dark spot like your garage. If you have an empty garden spot where you can plant them, that is one possibility, and they can continue on growing until it gets really cold in your area. Or a cold frame would work for them or a grow light set up indoors or in the garage. Regardless, you will need to replant them into larger pots if they won't be in the ground. Or wait until next spring. I don't know what vendor you are using, but there are many reputable vendors of clematis and they all sell plants in the spring. Before ordering, you might want to look up other gardener's evaluations of the vendor you are planning to use on the Garden Watchdog to see if plants that small have a chance of thriving.
