Plant ID -- and what do I do with him now?

So this guy has been on my deck for about 3 years now. He wasn't doing so well and I'm supposing it's because it came to me in generic soil from the plant store and back then I didn't know he'd need to be repotted in special soil. Anyway, I dumped him head up into a pot I wasn't using thinking he'd be trash but I forgot about him over the winter. Left him there in freezing PA. Came back in the summer with these gorgeous rosettes and has been every year since! So I've just let him be but as you can see his stems are rotten. No clue why he's still alive but he is. I've been afraid to lift him out because A. I don't want to mess up something that's doing ok (but maybe not AS BEAUTIFUL as if he were in a more comfy home) and B. I'm afraid what critters and nastiness I'm going to find under him.

Whaddy think? Should I try and cut off the bottom of the rotten stuff and just put the rosettes straight into some cactus soil/perlite? How do I go about this?
