Recommendations on shrubs and ground cover for large area

We are smallish association in need of some plant updates. Our current issues are trees overgrowing the space, shrubs getting large and woody, ivy vine taking over, and bulbs that have never been split. Most of our plants require more maintenance than they are getting. We are hoping to move to some lower water usage plants for those categories. Our ground cover should not encourage rodents and none of the plants should need much maintenance. Semi annual trimmings are ok, but much more than that is asking for death. We have a landscape maintenance company working full time but that is about all they can do with the time they hve and the money we spend. Our owners like that evrything is "green" so I am not sure how they would feel about desert type brown plants. Can anyone provide suggestions for ground cover, shrubs, and perennials?
