repotting a prickly pear cactus?

Last year I cut a pad off of an established plant that had grown to a height of about 3-4 feet. The pad sat all winter in my window in an 8" terracotta pot. This spring I repotted it into a 12" terracotta pot and put it outside and it put off a new pad and is currently putting out another.

I lifted the pot the other day and there are roots already coming out of the bottom of the pot and the soil level has dropped a lot exposing a couple of its roots.

Is it ok to repot while it is actively producing new pads and should they even be kept in a container at all? I am not sure if they will just stop growing when they get cramped or if the cactus will start showing signs of stress.

Any advice would be appreciated.
