Any idea of what this could be?

I was in Ocean Beach (San Diego) the other day and saw an awesome looking succulent growing at the beach. I don't know if it was actually planted there or if it was a native. I don't have a picture of it, but here's my best description:

It formed a low growing mound less than six inches high and about four feet in diameter. The leaves were blueish-grey and wavy. Also, the leaves were covered on all sides in what looked like little dew drops. When these were pressed, they would release a clear liquid. I'm assuming that's how it retained moisture.

does anyone have an idea of what this plant could be?
