red and black bugs on asclepias?

Hi, I've noticed LOTS and LOTS of red and black bugs, bigger than ladybugs, on my asclepias this season. Today I even saw one fly. The bugs have a crisscross black and red pattern on their backs.

What are they? and do they eat or kill monarch eggs or cats? I might have an infestation, so I am worried!

Have seen a number of monarchs this year flitting about but not one single cat.
