wet land gardening

I have a portion of my back yard that is very wet throughout the year. I have thought about adding fill and topsoil, but I am not sure if that will fix my problem. I am leaning towards planting some trees or shrubs that might enjoy this constant source of water and help to dry it up some naturally. My first choice is weeping willow, but I have heard some horror stories about the roots going into basements ,sewer pipes etc. I have two questions, 1, what would be the best type of tree or shrub and 2 if there is a constant source of water will the roots "roam" or stay where the water is? any and all suggestions will be appreciated
