Cutting back perennials

I'm not all that new to gardening, but I am new to gardening here in California. I was getting ready to cut back my perennials when someone warned me I needed to wait or they could be damaged by frosts. I guess this makes some sense, but then why are we cutting back and pruning our roses now? Any suggestions for timing on certain garden chores?

I still need to work out in my head when to do certain things. If I were still in Colorado I'd be poring over garden catalogs by the fireplace for the next few months!
