Dragon's Blood Sedum

A couple of general questions about Dragon's Blood Sedum. My first question is if I can transplant them around the base of one of my trees. I have a three year old Willow in the back yard and I wanted to plant some reasonably good sized Blood Sedums around the base of it without harming the tree.

Second I planted two flats of the Dragon's Blood on the back side of our fence. Last year and the year before. They have not grown well probably because it is ungoldy hot back there and during the summer I often fail to remember to water them. They have also become very tendrily. Is this normal? There a few short, upright red leaves on each plant but mostly they have very, very long white tendrils with a few of the red flowers/leaves on each. I'm kind of wondering if I trasnplant them which I will be doing shortly should I cut the tendrils off. I'm not really sure what to do to make the plants more compact.
