Ground Cover between Coastal Redwoods and Rugosa Roses

Have planted Rougosa Roses and Coastal Redwoods about ten foot from each other. Both are young. What kind of ground cover would be best between these two plants to encourage their growth by keeping weeds and etc. to a minimum? Both plants are in rows about 650'long(650 roses and 130 Redwoods). The roses are planted west of the redwoods so that the roses will not be shaded from the afternoon sun as the redwoods grow. The distance between the two plants will not be ideal in 35 to 40 years, but should be tolerable.
