Butterfly Bush and Milkweed

I have 3 butterfly bushes that are loaded all summer with butterflies (especially monarchs), and my hummers. A professional landscaper told me that although they love this bush, it is unhealthy for them. Figured you guys would know if there is any truth to this. Also, I have lots of milkweed at the lower part of my property by the road. I tried planting their seeds up closer to my house, because the township cuts them off twice a year (not good for the monarchs). None grew. Can I transplant them when they are small in spring instead? Any advice on the best way to do that? Any help will be appreciated.
