The common names of this genus of plants are very confusing, so if you are referring to Caesalpinia pulcherrima, here is what to do: cut to the ground in Spring when the weather starts turning warm and after the last threat of frost. It should grow back fully by the time June rolls around.

If you have a different plant let us know, the pruning scenario may be different.

The seeds are extremley hard skined and need to be scarified before trying to germinate them. In Nature they are usually blown around by the wind and bounced off of rocks and sand or washed drown streams or passed through an animal's digestive tract which does the job. Some people sand them lightly to get through the seedcoat but I find that if you use a toe nail clipper and just take a tiny nip out of the seed one one edge. Then germinate as you would any other seed. Good luck.
