Would it be borrowing or stealing?

The city I live in did a huge project to improve drainage and stop you from being able to cross over lanes in some areas. Last year they planted literally thousands of coneflowers of different colors, mostly purple and white. Tons and tons of tall decorative grasses. They have looked nice but we have gone more than 3 weeks without rain other than 1, 10 minute shower. Long story short these babies are pretty much all going to seed. If I took some, used some for my yard and WS some to share back with the city community gardens would it be borrowing or stealing? I have tried to call the court house but nobody knows or wants to make a decision. What do you think?

I am impressed that your city would grow such lovely native flowers! What types of grasses are they?

My coneflowers reseed like crazy and that is only with a few dozen plants. It sounds like there will be literally GAZILLIONS of seeds produced by that volume of plants and that they could spare a few or even a lot. The Goldfinches must be happy!

There is a nearby school that has some native plantings in the drainage swales, and I've meant to stop by and collect seed from time to time, but haven't gotten around to it. It never even occurred to me that taking a few seeds would be stealing.

Are you sure it was your city that planted them and not a volunteer organization of some sort? It's fantastic that they did something like that. I'm impressed too. How is it maintained?
Technically it's stealing if you take seeds and you could be fined if you got caught but I doubt that you would unless you were digging plants.
I would make a few more phone calls. Your city should have landscapers that might be able to tell you who's maintaining the garden.

A bit more on leaf and pumpkin Recycling and Thiefy. After a few years of collecting yard waste materials. I only advance into someones yard to collect their bags if I have had prior contact and know they are fine with me making off with the bags. And I leave a bag with once-used and folded bags to save them a buck or two. If I know or suspect that you don't want me to take your brown bags of leaves, leaf/grass mixes, I will not take them even if they are sitting on the curb. I will not argue with you, I consider it your property even if the stuff is sitting in the street and not on your property. There is plenty of other stuff available. Read three years ago that one relative shot and killed another over a roll of TP. There are three neighbors who save their stuff especially for me. They put it out early (normal is 12 hours before pickup start time of 6am). We know each other by name and they put it out by the garage so no unsavory characters will make off with it. If I have extra summer veggies such as tomatoes, they may get some.

I'm more inclined to believe that it's someone who wanted a good garden hose and can't/didn't want to pay the money for one. Seems like people here in FW steal the darndest things. Businesses lock up pallets behind razor wire (didn't realize pallets were so valuable), random stuff gets stolen from construction sites, I've had UPS packages stolen right off my front porch. Especially in cases when the stolen item gets returned, that sounds like someone was just too lazy to buy a friggin' garden hose. Or they couldn't afford it but they didn't want to steal, per se. Just simply borrow. From a stranger. From their personal property. Without them knowing. This is such a strange town with very strange people to me.

Back when we planned our 2001 house, I haunted GW constantly. That time I learned about the value of lots of drawers and got the courage to do a white kitchen. This time, I decided on drawers and a white kitchen on my own! But I wouldn't have known about Never MT, Silgranit sinks or plugmolds, all of which I used -- the plugmold at the end of the island where a conventional plug would have been unsightly. Just recently, Bob_cville showed his Lee Valley clips for drawer dividers -- I'd seen them in the catalog but he showed how well they work, so they're on order. I saw many examples of pulled-forward sinks, and incorporated that in both sink run and the server on the opposite wall. I have a trash pullout and will eventually install a foot pedal. The cabinet folks dropped the ball on that. I used GWer's experiences, both good and bad, to guide my applaince selection. I "borrowed" the courage to confront when things weren't quite right. Without your example, I would probably have let some things go by. More importantly, maybe, has been the raised awareness level about so many things. I learned to be there if possible during four critical days: Cabinet install, countertop templating, countertop install, and appliance install. I'm retired, but if I were working, I'd take vacation days to cover those times! I can't believe how many little questions I answered! And, to be frank, there are a lot of things that I could see "in person" and say, "Very nice -- but I don't think that's for me!!" What a big help that's been in decision-making!! I've enjoyed each and every kitchen that's been shared, and really appreciated the time y'all have spent posting. We're moving in before May 1, so one of these days I'll have pics to share!!

Some cats are easily capable of killing 5-10 rodents a day. However: 1) Fewer pet cats than you think are actually any good at mousing. Successfully catching and killing rodents has a strong learned component which many pet cats lack. 2) Cats are not just predators. They're also small enough to be prey, and they evolved with the nervousness and safety consciousness of prey animals in addition to their predatory instincts. 3) Most cats do not have blanket trust in human beings the way many dogs do but need to form trust with individual people over time, and they are territory-oriented and need to be in a place they consider their own territory to feel safe. Therefore, you can't just plunk a cat down in unfamiliar territory belonging to a person it doesn't trust for the night and expect it to go to work cheerfully decimating your local pest population. The cat will almost certainly freak out and immediately run away and end up dead or just hide all night terrified and doing nothing. Even if it sticks around and goes exploring, there's no guarantee the cat will be any good at catching rodents. It could just as easily be a dud at hunting, or it could prefer to decimate other animals you don't want dead. In the old days, if you needed mass rodent extermination, you'd call in a pack of trained dogs, specifically terriers, which were originally bred specifically to be rodent-slaughtering machines. But today, your best bet, as Dave says, is an exterminator. More reliable and probably cheaper and definitely easier to find than someone with a pack of trained, working terriers. Certainly easier to watch working than a pack of dogs joyfully tearing rodents apart alive.

A few years ago my city got huge fines from the EPA for mishandling waste water and storm run off. Since then they have made lots of improvements. We are getting new treatment stations plus they have added grasses and plantings to some of our smaller city parks that will conserve water and control run off. This is part of that program. They put in drainage ditches and pipes but every time it would rain the soil would wash away.
I took some pics and got a really good look. There are the coneflowers, a few daylilies, some low growing spruce bushes, ornamental grasses and bradford pear trees. Will post pics later.

Take what you can get as long as it is safe to do so. The town next to mine planted the turnpike meridians with wildflowers, daylilies and shrubs which looked great for a year. They didn't put into their budget the maintenance and weeding, and they didn't count on these plants being ruined by salt or getting plowed when the trucks couldn't see the meridians in severe blizzards. It was a disaster and most of it was removed--it was stupidly planned and they learned the hard way how not to waste public money. Hopefully, your local project will be given the care it needs--like weeding and pruning--to maintain its beauty.
