When do you water your gardens?

With the drought, watering in the morning is just not enough - no time to get to all the borders. I wondered if anyone waters late afternoon or evening. I always thought that was a bad time to water (overhead with hoses, mind you)... but the drought is bad also. Which is worse - watering at night or dealing with drought conditions that are stressing the plants? I hope someone tells me it's okay to water again at around 6 or 7 in the evening - that would be ideal? Any thoughts on this one? Thanks
