Legal to transport plants CA-PA?

my husband and i are moving from CA to PA in the next two weeks and we're hoping to bring along two of our favorite potted bamboo plants (PHYLLOSTACHYS AUREOSULCATA - YELLOW GROOVE) which we keep indoors, and one potted flowering cherry tree (outdoors).

we're trying to find out if it's legal to take them across country and if so, how to do it. our belongings are traveling in a U-pack tractor trailer owned/transported by Broadway Express probably along RT 80 and my husband and i will be driving with a small u-haul trailer behind our SUV on Rt 40.

* do we need to do any special inspections before we go?

* how about in the states we drive through and/or our destination state(PA)?

* it it better to take them in our u-haul trailer behind us than on the big moving truck/tractor trailer? if so, is it ok to cut them so they fit?

any advice would be appreciated. these plants have sentimental value to us so we really want to try to take them unless it's extremely cost prohibitive.
