Mahogany Seedling being attacked, by what ? Now what ?

We have a very young Mahogany seedling. It is being slowly consumed by these small "bumps" that look somewhat like an peppercorn, round with a bit of a dimpled appearance, clustered around the trunk. There are many little ants roaming around these "bumps" as well.

I will post a picture if necessary, but is anyone immediately aware of what is happening ? I'd like to treat it to help the little guy out if that is possible.

Should I hand remove the bumps ? Do I need a chemical solution ? Any advice is greatly appreciated.
