Seedlings frozen in time?

I h ave some seedlings that look almost exactly like they did 6 weeks ago when I planted them out. They had very tiny true leaves, and now have medium true leaves or still tiny true leaves. THey are Armeria x formosa seedlings, sea thrift. Also, my morning glories, which had very healthy true leaves when they were also planted out and nicely surved a few small frosts, are also frozen in time. My Lychnis chalcedonica Maltese Cross, planted at the same time, just last week began to show growth. We've had a very early spring, and I am surprised that the formosas and morning glories are still so small. The morning glory is an annual so I thought it should show fast growth. Is this normal? I'm trying to decide if it's the seedlings or if I have a soil problem. etc.

Also, the Maltese Cross were very thickly sown. Could they have been so crowded that they inhibited growth after planting out? Here's a picture:
